Who we are
The GIRA project began to take shape more than 15 years ago, driven by a team of professionals with strong roots in the Terres de l’Ebre region. Their in-depth knowledge of the area, combined with the extensive experience in the development of public-interest infrastructure, enabled them to identify a unique opportunity: to develop a large-scale energy storage system of strategic importance that is compatible with the landscape, environment, and values of this Biosphere Reserve, recognized by UNESCO in 2013.
Driven by a strong interest in both energy and environmental sustainability, the team began investigating opportunities to store large volumes of surplus renewable electricity within these countries. Over the years, they have worked diligently to turn their vision into reality through the development of a pumped-storage hydropower plant in the Terres de l’Ebre. As a result of this commitment and long-term effort, the company EBERGY 2011 was established.
Since December 2024, a majority stake in Ebergy 2011 SL has been held by Cobra Infraestructuras Hidráulicas, S.A. (CIH), a member of the Cobra Group. The Cobra Group is an international infrastructure company employing more than 20,500 people., with a presence in over 40 countries and annual revenues of €3.8 billion.
With more than six decades of experience in hydraulic infrastructure, CIH has participated in the development of numerous water engineering projects and has delivered more than 60 hydropower facilities. The company is also leading the construction of Spain’s only pumped-storage hydropower plant currently under development.
